"The strength of Singapore's education system is in the uniform standards at all schools. If you go to the best school or the worst school, you will find the difference in standard is not very big."  Ms. Grace Fu, Senior Minister of State for Education1 1The Straits Times Oct 26, 2010

Teachers of varying abilities are hence randomly distributed so that you cannot choose your teachers in school.  You thus need a stroke of luck to get the best amongst all school teachers.
"Research also showed that students unlucky enough to have a succession of poor teachers lagged behind. If the teacher is second-best, the students will still suffer."
Prof. Lee Sing Kong, Director, National Institute of Education2
2The Straits Times Jun 1, 2011

Private tutors, on the other hand, are not randomly distributed hence you do not have to be at the mercy of luck. You can thus choose the best amongst all private tutors.

Tutoring is a highly academic profession and tuition teachers are selected based on two criteria:

1. The tuition teacher's ability to teach (for that, please click on the "News" and "Testimonials" buttons on the left-hand panel).

2. The tuition teacher's academic track record (this appears to be of particular concern to top schools' students, and their parents, who seem to prefer tuition teachers of similar academic pedigree as their own).

For point No. 2, you do not have to worry. Mr. Phang has an unblemished academic track record and is capable of achieving resonance with some of the finest minds around.
